There are a number of errors in this article, caused by what seems to be confusion between two different people.

The Joseph M. Jones who drafted State Dept speeches in the late 1940's was Joseph Marion Jones, author of "The Fifteen Weeks", his account of the drafting of the Marshall Plan. He was also born in 1908. Library of Congress Record for this boook

It does appear there was also a Joseph Merrick Jones related to Tulane University, who died in 1963.
