Joseph R. Bartlett (Born December 30, 1969) is a member of the Maryland House of Delegates representing District 4A, which covers most of Frederick County, Maryland. He is also the son of U.S. Congressman Roscoe G. Bartlett.

Joseph Bartlett was elected to the Maryland House of Delegates in 1998 to represent District 3 in Frederick County, Maryland along with Democrat C. Sue Hecht and Republican Louise V. Snodgrass.[1] He succeeded J. Anita Stup a former Republican who did not run for reelection. [2]
In 2002, the district was redrawn and District 3 became District 4A. In the primary election for this newly redrawn district, Bartlett won along with Paul S. Stull. Incumbent, Delegate Snodgrass, was defeated in the primary.[3] Furthermore, in the general election, only two candidates could win, and Delegate Snodgrass ran as a write-in and lost her seat. Bartlett and Stull went on to win both seats.[4]
In the 2006 Republican primary election, Bartlett and Stull both won again, though unchallenged. Stull led with just over 50% of the vote.[5] After the votes were tallied in the general election, Bartlett and Stull came out winners again, Stull with 39.5% of the vote and Bartlett with 36.% of the vote.[6]

Bartlett attended Highland View Academy in Hagerstown, Maryland. He later achieved his A.A. from Frederick Community College in 1992. He received his B.S.(business administration), magna cum laude, in 1994 from Frostburg State University

Before being elected into the Maryland House of Delegates, Bartlett was a technical writer and graphic designer. He is a member of the National Rifle Association (NRA).
In a May 7, 2006 article by Thomas Schaller for the Baltimore Sun, Schaller mentioned that Joseph Bartlett may challenge Alex X. Mooney for the U.S. Congressional seat currently held by his father, Congressman Roscoe G. Bartlett.
