Joseph Facal

Joseph Facal (born March 12, 1961 in Montevideo, Uruguay) is a former Member of the National Assembly of Quebec, Canada, (MNA) and cabinet minister. He is an academic and writer.

He first tried to get elected in the general election of 1989 in the Laurier-Dorion riding.

He was a former minister serving under Lucien Bouchard and Bernard Landry, as minister of inter-governmental affairs and Treasury affairs. He is also a former president of the youth association of the Parti Québécois (PQ). He is known to represent the right wing of the PQ.

He was MNA for the constituency of Fabre in Laval, Quebec between 1994 and 2003. He did not run in 2003.

He is currently a professor at HEC Montréal and a columnist at the Journal de Montréal.

Facal was a potential candidate at the 2005 PQ leadership race, but did not run and became a top advisor to candidate Pauline Marois.

He endorsed the manifesto "Pour un Québec lucide" with several other Quebec public notables, including Lucien Bouchard. One of its tenets is a notable rise of public charges, such as electricity rates.[1]

As of November 2007, Facal is on a committee examining public-service rates in Quebec.

His sister, Carole Facal, is a singer with the band DobaCaracol.
