The Director of Manpower and Personnel Readiness, J1, provides advice and recommendations on Manpower matters to the Chairman of the Joint Chiefs of Staff (CJCS) and to the Joint Chiefs of Staff. J1 develops policy and plans, monitors programs for joint manpower systems, ensures adequate personnel support to CJCS, Combatant Commanders, and warfighters for joint and combined military operations. J1 leads the Manpower and Personnel community, conceptualizing future J1 systems architecture, and provide direction to improve J1 operations.
