[edit] NPOV tag

I've tagged the article as NPOV for its basic advocacy of this approach toward men caught soliciting prostitutes and its failure to include perspectives critical of that approach, which are numerous. I've changed some of the more egregiously NPOV statements, like "educating men about the realities of prostitution". At some point, I (or some other editor) will expand this article to draw on more sources and report the issue more neutrally, but in the meantime, the tag should stay up.
