Garamendi's Department of Insurance is not needed by the state, it was formed to cover up the state seizure of Executive Life Insurance Company and the other forced bankruptcies that happened in 1991. The state seizure coincided with the Los Angeles riots now reported on the Web as being after the Executive Life seizure.
This also shows why Garamendi should not be the state's lieutenant governor, why he should not be in politics at all.
