I find the mention of this being a 12 lane highway somewhat misleading as that only applies to one short section around the Buccleugh interchange. The majority of this ring-road has only three motor lanes in each direction, with "emergency lanes" both sides of these.

If you bond with cities such as LA and New York, you'll find that they use their emergency lanes in heavy traffic as feeders. These should therefore count as de facto lanes. Take another drive around the ring road and you'll see that Buccleuch (please note correct spelling) is not the only place where there are 12 lanes. Hint: don't do 180km/h and you'll see better (and it won't seem quite as short).
