John Fulmer Bright

John Fulmer Bright (17 November 1877-29 December 1923) was a physician who served as mayor of Richmond, Virginia, from 1924 to 1940. He received an M.D. from the Medical College of Virginia in 1898. He sat in the Virginia House of Delegates representing the city of Richmond in 1922. As mayor, Bright believed in limited government and frequently vetoed development projects. He also opposed the federal housing program during the Great Depression. Largely in response to the way he had used his veto power, in 1948 a new city charter weakened the mayor's power by implementing a city manager system and replaced the bicameral city council with a single nine-person body whose members were elected at large.
