This images qualifies as fair use in the article Johnny Cage as it identifies the subject of the article (Johnny Cage) and critical commentary is offered on Cage and his appearance and actions in the movie Mortal Kombat.

1. No free equivalent is known to exist, nor can one be created. Johnny Cage is a fictionale character, all images of him are necessarily copyrighted. The article discusses his role in the movie - and so any depiction from the movie will be copyrighted.
2. This is useless as a replacement for the movie - the commercial value of the movie is not harmed.
3. The value of a single frame relative to the entire movie "Mortal Combat" is very small - at 101 minutes, the movie should have over 100 000 frames - this represents less than 0.001% of the total work.
