I presume a low-res cropped version of the photo would be covered by fair use for use in Jody Dobrowski because Jody Dobrowski is deceased, a notable person of historical importance, and no other picture is available. This rationale for fair use only for the purpose of illustrating Jody Dobrowski in the article about him. Image is found on Imageshack, which was uploaded by true crime blog.
