Joan Carretero i Grau was born in Tremp (Pallars Sobirà) in 1955. After being mayor of Puigcerdà, he became minister in the Catalan Government.

Joan Carretero got his degree in Medicine and Surgery in 1978 by the UB. He also got a dimploma in Health by the Escola Nacional de Salut in Lleida and a master degree in Public Health by the University of Barcelona. He has worked as doctor in Barbens (Pla d'Urgell), and nowadays is working in Puigcerdà.

He has been member of the Association of Parents of Students of Vedruna School in Puigcerdà and president of Club de Futbol Puigcerdà (Puigcerdà Football Club). Joan Carretero is associated to FC Barcelona.

Joan Carretero enrolled ERC in 1990.

He became mayor of Puigcerdà in 1995, when he run the first time, leading ERC's lists. He resigned in December of 2003, when he became minister of the Catalan Government.
