What I think Linus means about "tit-for-tat" -- he means that the (he thinks) the GPL requires that he (the copyright holder) be given source code for derivative works of his code, and the legal right to include pieces of those works in materials he distributes.

This is not true. The GPL does not require this. At all. It's very subtle, but it doesn't. If someone wants to take Linux code, add some really, really cool feature, and distribute the resulting code to 30 of their friends, none of whom are willing to show Linus any of the code, Linus is totally out of luck. He can't see the improvements, so, even though, if he was given a copy of them, he could distribute them, that doesn't help, because none of the 30 people will give him such a copy. The GPL is totally satisfied in this situation, with no quams or arguments. Now, if the 30 were coerced in some way against distributing the code to Linus, that would make the FSF upset (depending on the creativity of the way, it might be a loophole, or might be a violation), but if they 30 simply didn't feel like showing Linus the code, that's explicitly allowed.

This situation (code, all of whose recipients decided, without coersion, not to distribute it to someone else) probably doesn't happen that often (although, if it did, how would we know?), but that's the basic misunderstanding Linus has about the GPL.
