Isn't it implied at the end of Season 7 that Santos works it out so that Marino becomes Speaker? He wanted Marino because, while Marino would do Santos's bidding, he wouldn't be seen as a White House lackey like Santos's old friend Fields. I believe we are to assume that Santos prevails upon Fields to transfer his support to Marino. (So his successor as Speaker at the bottom of the page should be listed as Marino, not the man currently listed).

Absolutely not. If you watch the series finale "Tomorrow", it is clearly announced at Santos' Inauguration that Mark B. Sellner is the Speaker of the House, going on to announce Evelyn Baker Lang as the Chief Justice to swear in Santos. Additionally, in the episode which you refer to "Requiem", where the battle for the Speakership is presented; Santos makes it clear that he cannot support Fields, and implies such because he would not be wise to wade into the a battle over the Speakership. Mark B. Sellner is clearly the Speaker of the House in the first House to serve under Santos.
