The City of Jefferson, behind the leadership of second-term Mayor, Jim Joiner, saw a $7 million bond pass in 2004 that would be the official beginning of the creation of what has become known as the crown jewel of the City's departments. Department Director, Ben H. Dillard III; CPRP, was responsible for implementing a mandatory Parent Orientation program in 2006 that has markedly improved the ideal atmosphere necessary for youth programming to blossom. In addition, under Dillard's leadership, the Jefferson Recreation Advisory Board implemented the Zero Tolerance Policy in the Summer of 2006.
