Jeffrey Allan Kemp (born July 11, 1959 in Santa Ana, California) is a former professional American football quarterback from Dartmouth College. Undrafted, Kemp played in 11 NFL seasons from 1981 and 1983-1991 for four different teams. In 1984, he led the Los Angeles Rams with 13 touchdowns passes and a trip to the playoffs. In 1986 as a back-up to the injured Joe Montana, Kemp threw 11 touchdowns for the 49ers.

Kemp is the son of former NFL quarterback and current American politician Jack Kemp and brother of former CFL quarterback Jimmy Kemp.
