In regards to your question about the Residence Bill, Wikipedia policy is not to include source text, except for extremely brief quotations in context. A better place for that might be Wikisource. As for the link, it had very little to do with the actual topic of the article--it might do better in DC statehood, or something of that source. Welcome to Wikipedia, belatedly, and good editing!
