I have added this page as a new entry in the List_of_hash_functions page. It appears to be unique from any others described there.

I have added information about the mechanics of how it is generated, but I do not understand the rationale behind the algorithm.

Can anyone add to this article with an explanation of the merits of the alogorithm/arithmetic present and why that should result in an even distribution of hash values?
