Please review the talk and talk archives for that article. There are plenty of references to primary official government web sites that list OBL as wanted for 1998 events but none for 9/11.

Many theories (as well as conspiracy theories) for this 'odd' fact have been discussed if you look at the discussions over the last few years.

This isn't to say he wasn't involved and this isn't an attempt to claim him to be innocent. But, since government agencies list him for 1998 events and don't mention 9/11, we can't say they want him for 9/11.
