The 16th General Election of Japan of the House of Representatives was the first election in Japan after the diet passed the General Election Law. It was held on February 20, 1928.

The ruling Seiyukai Party led by Prime Minister Tanaka Giichi won narrowly 1 seat against the opposition Minsei Party, which was led by Hamaguchi Osachi. Besides, neither Seiyukai or Minsei had an overall majority. As a result, a hung parliament was eventually produced. The turnout of the election was 80.36%. 12,409,078 men voted in the election.
