Oregon's first State Highway Commission was created in 1913, during the governorship of Oswald West, NOT during Withycombe's administration. In February of 1913 good roads enthusiast Sam Hill brought the entire Oregon state legislature – at his own expense - to Maryhill, his country estate on the Columbia River, to view several miles of modern hard-surfaced road. Visitors enjoyed a sumptuous luncheon and listened to Hill’s lecture on road building. Afterward, they moved to create the Oregon State Highway Commission with Governor Oswald West as chairman.
