I've seen that term used a few places as a descriptor for Ateleia, such as on the description on Last.fm, but the use of this term to describe Ateleia seems to originate on this page.
I directly copied the information from the original version of Ateleia (band) when merging that into this topic: Ateleia (band) original version
"Psychedelic minimalism" is not unprecedented terminology though, as quick Google searches for psychedelic minimalism or psychedelic minimalist will show. For instance:
