Current Lieutenant Governors are known as "His/Her Honour the Honourable ______". James Bartleman is currently in office, and thus has the style "His Honour". In addition, the word "the" is not capitilzed if not starting a new sentence. This is a Canadian practice, please refer to the Canada Gazette for how titles of the Governor General and Lieutenant Governors are written. user:Eddo
