James Clifton Brown JP (13 February 1841 – 5 January 1917) was a British politician.
The son of Alexander Brown and Sarah Benedict Brown, he was educated at Trinity Hall, Cambridge, where he graduated with a Master of Arts. Brown was made an Honorary Colonel of the 2nd Brigade, Lancashire Division. From 1876 to 1880, he was Member of Parliament (MP) for Horsham. Brown was further a Justice of Peace.
On 21 March 1866, he married Amelia Rowe, daughter of Charles Rowe. They had nine children, four daughters and five sons, including Howard Clifton Brown, Francis Clifton Brown and the 1st Viscount Ruffside.
