Someone has asserted that you are the copyright holder and permission has been granted, but it's not quite that simple as that:
  • Obtaining permission to use copyrighted material on Wikipedia requires more than a mere assertion--there's a bureaucratic/legal process that needs to be followed. The details can be found here.
  • Wikipedia is an encyclopedia, not a memorial website or a provider of free web space. Even if there were no copyright issues involved, there is no indication here that this memorial is notable enough to merit an encyclopedia article in the first place. Can you provide references to third-party reliable sources that cover this memorial?
I understand and appreciate your intentions--I've lost a friend in the line of duty myself (Tom Jeffries, Portland Police Bureau). But Wikipedia, while very open to contributions, does have policies and guidelines for what should be here and how it should be presented, arrived at by community consensus. The article as it stands does not meet those guidelines. Regardless of the fate of the current version of the article, I invite you to read up on these policies before editing further.
