Jacob Jaygbay, Jr. was born in Liberia. He is one of the leading voices on scholarly publishing in Africa. He has published on the challenges, politics and self-censorship in African scholarship. Some of his work includes:

Jacob Jaygbay is the managing editor of JEPS Publishing Services, a commercial publishing services business based in [Annandale, Virginia], with an outreach emphasis on social science research texts from Africa, information design, and ICT strategy consulting for African research institutions. In 2001, JEPS produced a semiannual periodical Review of African periodical articles ISSN 1524-069X.[1]. He is also the founder of JEPS ICT Solutions, Inc. an international strategy and technology consulting firm.
