It is a portrait of Jack Chick used in an article about him for illustration, and no other picture of the person is available; and

Chick is reclusive, has only once given an interview and does not appear in public. He has never allowed a photograph of himself to be taken. Therefore it is unlikely that a free image can ever be created to replace this one. Daniel Case 04:44, 22 April 2007 (UTC)
I emailed Jimmy Akin and he confirmed me that it was ok for his drawing to be used on wikipedia, although he retains the rights to it. Wedineinheck 07:15, 11 October 2007 (UTC)
