Jammu & Kashmir is a State in India with special provisions under Article 370 of the Constitution of India. The State's Government has not yet opted to extend India's Federal Right to Information Act of 2005 to J&K. So residents of J&K seeking information from their State's Government must instead use the archaic Jammu & Kashmir Right to Information Act of 2004,.[1]
