This circular supposedly by the "Brahmin Samaj" (i.e. the Brahmin community) of "Balaghat", has been widely circulated by several anti-brahminical forces, mainly the Christian_missionaries, in several regions of India. Its circulation has been targeted for tribals and Dalits. The purpose of the document is to convince the tribals and dalits that the Brahmins are conspiring against them. This document has been compared to the famous Anti-semitic forgery The_Protocols_of_the_Elders_of_Zion.

[edit] Circulation of the "Secret Circular"
The "secret circular" has been widely distributed in India using both print form and the internet. An issue of "Assam & the Northeast" [1] published from North East-India in April 2000 reported:
- "Udalguri, April 17: A secret letter alleged to have originated from Rashtriya Swayam Sevak Sangha (RSS), and circulated by an unknown source, has created confusion and fear psychosis among the people here in BAC area. The xeroxed leaflets encoded as a secret circulation of RSS were circulated first in Bodo Sahitya Sabha session at Simborgaon in Kokrajhar district and then in other parts of BAC area. The letter suggested to intensify activities to gather firearms and ammunities against the Muslims and SC, ST and OBC people. It was mentioned as circulated by the district level Brahmin Samaj of Palakkad in Madhya Pradesh. The page numbers in this printed leaflet in English were given in Brahmiscript. :The leaflet suggested the local leaders to encourage the SC, ST and OBC and Muslim women to practise prostitution arrange to damage the physical and mental development of the school-going children belonging to SC, ST, OBC and Muslim communities, specially the children of Ambedkarites by feeding them foods and other edible items mixed with poison with the help of teachers, volunteers and food vendors, expedite visitation of riots against these communities and during riots the women of those communities should be gang raped mercilessly etc." The document has been placed on dalit [2], Christian missionary [3], Muslim and Sikh [4][5] and on regional (e.g. Tripura [6][7]) web sites, and has been disseminated using internet discussion groups.
[edit] Origin of the "secret circular"
The origin of this document can be definitely traced, based on a letter by Dr.D.Jothimani, acknowledging the role of his father, Dr. M. Deivanayagam, a Tamilnadu, India based missionary [8].
- A Tamil translation of the document was published by Deivanayagam in his monthly magazine 'Dravida Samayam' in July 1995. It was translated back into English causing 'Balaghat' to become 'Palakkad' (since Tamil does not distinguish between "b" and "P", 'gh" and "k"). It was them circulated by the missionaries.
- In March 1996, Why Confrontation with Sankara Mutt?' (in Tamil) was published by Dr. M.Deivanayagam, which included the 'Secret Circular'.
- Dr. M. Deivanayagam even organized a seminar "How to eradicate Caste and Religious clashes in India, and restore India's peace and social harmony" on 19th May 2000 to promote the "Secret Circular". According to Dr.D.Jothimani's defence of Dr. Deivanayagam [9], the "Secret Circlar" was first published in "Mulnivasi Times' Vol.1, No.1 of January 1995 - editor Mr.D.K.Kahaparde". However existence of this issue of Mulnivasi Times has not been confirmed. Dr. Deivanayagam had been trying to promote a religion called 'Dravida Samayam' i.e. the Dravidian religion. He had taken elements of Saiva_Siddhanta, prevalent in Tamilnadu [10][11], and had been trying to promote Christianity by presenting Christianity as the basis of supposedly the original religious traditions of the Dravida people [12]. The doctoral work of Deivanayagam was supported by Mylapur Santhome Church Archbishop Arulappa [13]. He wrote his doctoral thesis on ""Tamil Bakthi Iyakkam: Its Origin and growth"[14].

The success of "Secret Circular of Brahmin Samaj" has inspired another document "Secret_Circular_No.411" that is being widely promoted. It is included in the book by Shyam Chand. It has been promoted, among others, by Dr. Yoginder Singh Sikand [16].
