While the copyright for the image belongs to Mana Neyestani and "Iran" newspaper I believe that using a reduced quality copy of the cartoon in the article about the controversy it started constitutes fair use as defined in the USA law:

• Because the entire article is devoted to the image and the controversy it started. The reproduction is used fro the critical commentary
• The article have almost no value without some sort of a reproduction of the image, inclusion of the image greatly increases the quality of the article
• The image is of low quality and is used only for the informational purposes Alex Bakharev 07:44, 13 June 2007 (UTC)
