A block of 45 rials postage stamps released by Iran on 11 August 1988, in commemoration of the downing of Iran Air Flight 655 by the USS Vincennes.

This image is of a postage stamp. The copyright for it may be owned by the issuing authority, and there may be other restrictions on its reproduction. It is believed that the use of postage stamps to illustrate the stamp in question (as opposed to things appearing in the stamp's design) on the English-language Wikipedia, hosted on servers in the United States by the non-profit Wikimedia Foundation, qualifies as fair use under United States copyright law. • Stamp's image is small and of low resolution. (165 × 227 pixels)
• Use of the image affects neither its potential market nor its value as it is being used for non-commercial purposes both at the original website and at Wikipedia.
• The image is non-replaceable, as a unique stamp design no other versions are available or could be created.
  • Use in Iran Air Flight 655 to prove Iranians view/ed the incident as an attack which the article discusses.

As Iran has not ratified any of the international copyright treaties, Iranian copyright is not recognised in the U.S., see Iran and copyright issues, Wikipedia:Copyrights#Afghanistan, Bhutan, Ethiopia, Iran, Iraq, Nepal, San Marino, Yemen and Wikipedia:Public_domain#Countries_without_copyright_treaties_with_the_U.S.. So in law this image can be used by Wikipedia, but it is Wikipedia policy to respect the copyright law of Iran as best editors can, as if the U.S. had copyright treaty relations with Iran. Iran copyright law does not seem to exempt stamps or government publications from copyright.[1]

The Non-free stamp template was never suitable for this image, as the usage was not to illustrate the stamp, but to show Iranian reaction to the major historical event depicted.

At a push a historical significance fair-use case might be constructable for use in Iran Air Flight 655, see Wikipedia:Non-free content. However my current view is that this is a bit too far for this image, so I will leave this for the seven days until deletion to see if another editor takes a different view.
