Iowa Highway 28 is a highway located in south central Iowa. It is 20.3 miles long and its southern terminus is at Iowa Highway 92, just past Martensdale in Warren County. Its northern terminus is at Interstate 35/Interstate 80 in Johnston.

The highway runs through Martensdale continuing north to Norwalk. After exiting Norwalk and crossing into Polk County it is known as SW 63rd Street in the city of Des Moines after crossing the interchange with Iowa Highway 5. The SW designation is dropped at Grand Avenue and it is known as just 63rd Street until the road ends at Hickman Road. Along the way the highway straddles the west city limits of Des Moines and the east city limits of West Des Moines and Windsor Heights. In West Des Moines the road is known as 1st Street, since the city uses a different street numbering system than Des Moines does.

The highway follows U.S. Route 6 into Des Moines along Hickman and Merle Hay Roads before the two highways split at the intersection of Merle Hay Road and Douglas Avenue near Merle Hay Mall. U.S. 6 heads eastward from that point along Douglas while Iowa 28 continues north through the Merle Hay Road commercial area. It straddles the east city limits of Urbandale and the west city limits of Des Moines from Aurora Avenue until it reaches Interstate 35/Interstate 80 at the Johnston/Urbandale border. Merle Hay Road continues northward as a city street and State Highway 28 ends.

Iowa 28 ended at Army Post Road before 1980, when it was extended northward to Hickman Road. In 1990 it was extended northward to I-35/80 when the former Iowa Highway 401, which ran from Camp Dodge in Johnston to Merle Hay Mall, was decommissioned. In 1995 it was realigned onto a new four-lane road between Grand Avenue and Army Post Road; a diagonal four-lane road between Army Post Road and the existing Iowa 28 in Norwalk was completed in 2000 to connect with the Iowa 5 freeway.
