I think that the fair use rationale is pretty strong currently. I disagree with the multiple uses, but it seems like no one agrees with my disagreement, so I guess I'll currently drop it. My recommendations are:

(1) add to the rationale that the logo, as it is used for identification, is being used in the manner the copyright holder intended.

(2) add a separate fair use rationale for each use; it will basically be the same (with the names changed), but it is necessary per policy.
