I think this is an appalling template message - sweeping and unconstructive, and liable to frighten off a new contributor. I propose a change of wording to "This introduction needs to be improved to comply with, etc." Deb 17:06, 11 November 2007 (UTC)

I agree. Here's an idea:

To comply with Wikipedia's lead section guidelines, the introduction of this article may need to be rewritten. Please discuss this issue on the talk page and read the layout guide to make sure the section will be inclusive of all essential details.
