The International Civilian Representative for Kosovo (ICR) is a civilian officer appointed to oversee the Kosovo status settlement proposal drafted by UN Special Envoy Martti Ahtisaari. The International Civilian Representative will be supported by an International Civilian Office and will also be "double hatted" as the European Union Special Representative. The role of the ICR will be similar to that of the High Representative for Bosnia and Herzegovina.
Following the publication of the draft status proposal, an International Civilian Office preparation team has been set up in Pristina.
