The National Institute of Communication Technologies (INTECO), promoted by the Ministry of Industry, Tourism and Trade, is a platform for the development of the Knowledge Society through projects in the area of innovation and technology.
INTECO has two objectives: to contribute towards the convergence of the Spanish and European Information Society and to promote regional development, establishing a project in with a global approach in León (SPAIN).
It will develop, among other things, initiatives of technological security, accessibility and inclusion in the digital society and communications solutions for companies and individuals.

[edit] Objectives
INTECO has the following objectives:
- To develop projects of applied research and innovation related to the Information Society and Information and Communication Technologies.
- To promote academic proposals that add value to the position of Spain and Europe, regarding the Information Society.
- To develop projects with contents linked to the intensive use of Information and Communication Technologies.
- To create a new ICT Cluster in León, defined by its high capacity to innovate.
- To facilitate the technological transversality between different activity sectors (e.g. Administration, Police, Health, Agri-Foodstuffs, etc.) and/or areas of ICT knowledge based on a high geographical location of intensive knowledge and its connection with other centres of the world

INTECO’s mission is to promote and develop innovation projects in the Information Society that are related to Information and Communication Technologies (ICT), which will improve the position of Spain and increase its competitiveness, expanding its capacities within the European and Latin American environment.
INTECO’s vision is:
- In the short-term. To start-up projects related to the Information Society, aimed at increasing the degree of innovation and competitiveness, with the capacity to concentrate talent in a solid institutional and business environment that will become a point of reference in the world of Information Technologies.
- In the medium-term. To become established, in this field and in Spain, as a Centre of respected innovative IT programs and projects.
- In the long-term. To become established, in Europe, as a centre of excellence in innovation projects of the Information Society and ICT.

[edit] Security
INTECO develops the following projects, related to technological security, with the aim of delivering a service to citizens and SMEs:
- Computer Emergency Response Team for SMEs and Citizens: it supports the development of the national business network and offers the typical services of an Incidents Response Centre, providing reactive solutions to computer incidents, prevention services against possible threats and services of information, awareness and training in computer security matters to SMEs and Spanish citizens.
- Information Security Observatory: its main aim is to analyse, describe, assess and propagate the culture of security and trust in the Information Society, through the creation of knowledge specialised in this area, and the development of recommendations and proposals that will allow defining valid trends for decision making processes in the security field.
- Security Technologies Show-Room for SMEs: it offers free and detailed information about the methods that guarantee the security of IT equipment in companies and other entities. Its main objectives are implementing different tests with security products, promoting the use of security technologies in Spanish SMEs and promoting the international visibility of Spanish security technologies.

INTECO develops the following projects related to accessibility, aimed at guaranteeing the right of citizens and companies to communicate with the Public Administrations through electronic means:
- Web Standards and Accessibility Reference Centre: its main aim is to promote the techniques used by the Public Administration to build Web sites, taking into account the requirements of accessibility, ease of use and the adoption of building standards, as a means to improve user’s experience and guarantee equal opportunities in the access to information. To this end, it will revise the degree of accessibility and fulfilment of standards of the Web pages belonging to the Public Administration, offering support and training, carrying out observatory studies and developing an R&D&I area that will guarantee the adaptation of the said elements to the current legislation.
[edit] Software Quality
INTECO develops the following projects in the area of Software Quality:
- Software Quality: being in the possession of quality software is a strategic factor for Spanish companies. Therefore, INTECO promotes the creation of a Laboratory of Software Quality, through the start-up of a work team, in which INTECO and important companies from the sector take part. Its main objectives are the following:
- To study and analyse the initial situation and impact of the quality of software on the competitiveness in the ICT sector.
- To start-up a Laboratory of Software Quality.
- To promote the creation of ICT companies in regions with a low or no technological tradition.
- Training: training is a decisive factor for the attraction of companies. To this end, INTECO, in cooperation with the University of León, promotes the implementation of training courses for university students and professionals in the most in-demand technologies of the industry, through the launch of the following advanced ICT training courses:
- JAVA Technology specialist training.
- Training for Business Project Managers (BPM) and Enterprise Content Management (ECM).
- SAP Technology training.

[edit] What is a CERT?
Nowadays, Information Technologies have become really useful tools that are present in our daily life. Very often, their involvement in our tasks is so important, that they are indispensable to the proper course of these tasks. Therefore, any security incident, causing Information Systems to work improperly, can lead to great damages.
Together with the development and generalization of Information and Communication Technologies (ICT), many security considerations, attacks and possible vulnerabilities associated to ICT have been arising. The increasing awareness of the significance of these security matters in ICT has led to the creation of organizations and specific measures to address this type of security incidents.
A CERT (Computer Emergency Response Team) is a team of people responsible for the development of preventive and reactive measures against security incidents in Information Systems. The term CSIRT (known as Security Incident Response Team) can also be used to refer to the same definition.

The reports carried out within Plan Avanza have proved the need to provide security support to the Spanish business network (94% are SMEs) and to the citizens, whose training and awareness in computer security matters must be increased.
The Computer Emergency Response Team for SMEs and Citizens supports the development of the national business network and offers the current services of an Incident Response Centre, providing reactive solutions to computer incidents, prevention services against possible threats and information, awareness and training services in computer security matters to SMEs and Spanish citizens. Therefore, INTECO-CERT arises as a public initiative with the following aims:
- To provide clear and concise information about technology and its use and security, in order to increase the understanding among citizens of these matters.
- Make SMEs and citizens aware of the significance of considering and properly tackling the aspects related to computer security and communication networks.
- To provide best practices, recommendations and precautions guides in order to improve security.
- To provide popularization, training, prevention and reaction tools & services against incidents in information security matters.
- To act as a link between the needs of SMEs and citizensand the solutions offered by the companies of the Information Technologies security sector.

In order to carry out the mission of awareness, training, prevention and reaction in Information Technologies (IT) security matters, INTECO-CERT provides a wide range of services to the users:
- Information services about Current Security Issues:
- Subscription to security bulletins, alerts and warnings.
- Relevant current issues, news and events.
- Warnings about new viruses, vulnerabilities and fraud. Statistics.
- Training services related to security and the current laws for SMEs and citizens, providing guides, manuals, on-line courses and other resources for users.
- Protection and prevention services: free useful catalogues and software up-dates.
- Response and Support Services:
- Security incidents Management and Support.
- Malware management and analysis in INTECO-CERT’s laboratory.
- Fight against fraud.
- Legal consultancy in security and Information Technology matters.
- Security forums.
- Cooperation and coordination with other important entities of the sector at a national and international level.
How to access these services?
INTECO-CERT aims to be a public non-profit service. The Centre has been developed to provide preventive and reactive support in matters of Information and Communication Technologies (ICT) Security to a particular type of users, to small and medium-sized enterprises (SMEs) and citizens, who lack training, awareness and sufficient resources in this field.
In no case does INTECO-CERT want to sell technological solutions or consultancy. If INTECO-CERT, in its capacity as supporting centre, deems it appropriate to give advice to an SME or a citizen, it will provide a directory of entities who provide those services, so that the users will be able to choose, according to their own criteria.
In this context, the Response Team wants to act as a bridge between the customers’ needs (SMEs and citizens) and the providers’ solutions (organizations in the information technologies security sector).
To access the services provided by INTECO-CERT, you only need to register as a user of the INTECO website or as an SME user on the site of INTECO-CERT. Once you’ve registered, you can access all available services: subscription, training, legal consultancy, fight against fraud and incidents, vulnerabilities and malware management services.

The Security Technologies Show-Room for SME offers free and detailed information about the methods that guarantee the security of It equipment in companies and other entities.
This service is offered by INTECO and its main objectives are:
- Implementing different tests with security products.
- Promote the use of security technologies in Spanish SME’s.
- Promote the international visibility of Spanish security technologies.
