I agree with the merge proposal, as the pages clearly overlap. If no one objects, i'll probably do this in a few days.

Hi - there's a problem with this merger: the ICO is not a UK organisation. The ICO has powers in respect of the Data Protection Act 1998 across the UK, but in respect of the Freedom of Information Act 2000 in England and Wales only. The Scottish Information Commissioner (www.itspublicknowledge.info) has powers in respect of the Freedom of Information (Scotland) Act 2002. I'm happy to flesh out the article a little, but it'll need to be renamed.

An article for the Scottish Information Commissioner already exists (i was about to suggest creating it), but is not referred to in this article or the associated disambiguation page. I'll correct that just now. Both pages are a bit sketchy (the Scottish one in particular) and could benefit from dedicated effort, if you have the time and inclination (personally, i don't have the time).
