Dear wikipedia administrator

I would like to put one person, Nyoman Rudana, a member of the House of Regional Representatives of Indonesia and founder of Museum Rudana in Ubud, Bali ( http://en.wikipedia.org/wiki/Art_museum) to Indonesia Bio Stub, but I don't know how to edit this stub. Pls tell me how. Should Mr. Rudana write to you granting his permission to me ( I'm his assistant) to add articles and post pictures to this wiki project ??
