How are none of the listed towns included? The paragraph after the list makes no sense, especially with Indianapolis in that list itself. --Eric 00:50, 9 May 2007 (UTC)

I think it means that "the balance" is pre-consolidation Indianapolis plus pre-consolidated unincorporated area. The list I think is a list of all the officially-existing municipalities that are in the county consolidation; the Census measures Indianapolis as a whole, but it also measures the other consolidated municipalities (such as Rocky Ripple), and therefore it's only fair to measure the area that is in neither the excluded municipalities nor the non-original-Indianapolis included ones.
