According to the site [1] from which the image was downloaded: One can freely use any material copyrighted by the contributors of the website provided he/she provides the following info:

  1. Author/Artist - Miles Li
  2. Source - Flags of the World

Rationale for the use of the image on Wikipedia:

  1. The image is being used for informational and non-commercial use only.
  2. The image is unaltered (meets a criteria posted by the website to publish its content)

As the creator of the original image, I, Miles Li, has corrected the image of the Indian Coast Guard Ensign, and posted the said image above. Note that this image also appears on Flags of the World; however I have no objection for anyone to use this image for any purpose whatsoever, as if it were in the public domain.
