While I agree that this article needs major cleanup, I don't feel it's non-notable. Originally, I put a speedy tag on the article, but reverted myself after a quick Google News search turned up between 80 and 49 results (the results seem to vary each time I do the search, weirdly), including Associated Press [1], and ZDNet [2], among others. The Washington Times appears to have picked it up too, here, but it appears to be down for me at the moment so I can't verify that it is different from the AP story.
