The Imperial Emblem represents a Cog. This likely stands for a strong, ordered society, much in the way that a machine functions (at least, more readily than unpredictable sentient organic life).
Is also a modification of an eightfold-symmetric emblem used under the old Republic (as shown on Obi-Wan's ship in Attack of the Clones, etc.) -- see Image:Galactic_Republic.JPG.
