Igor Shuvalov

Igor Ivanovich Shuvalov (Russian: Игорь Иванович Шувалов; born 4 January 1967 in Bilibino then Magadan Oblast now Chukotka Autonomous Okrug, Russia)[1] is a Russian lawyer and politician. Currently he is a First Deputy Prime Minister in Vladimir Putin's Second Cabinet. According to the order of Prime Minister Vladimir Putin he is to perform the duty of Prime Minister when Putin is out of office [2]. So he is considered the first of the two Deputy Prime Ministers (the other been former Prime Minister Viktor Zubkov) and the most senior member of Putin's Second Cabinet besides Putin himself.

In 1984-1985 Shuvalov worked as a laboratory worker in the Institute Ekos. In 1985-1987 he served in the Soviet Army then was accepted to the Law Department of Moscow State University. After graduation the University in 1992 he worked as an attache at the Legal Department of the Soviet Ministry for Foreign Affairs. In 1993-1997 Shuvalov worked as a lawyer and then the President of a legal consulting firm "ALM"[1].
In 1997-1998 Shuvalov worked as a head of a department and then a Deputy Chief of the Committee on the State Properties (GosKomImuschestvo). From 25 May 1998 to 6 September 1998 he works as the Acting President and from 6 September 1998 to 18 May 2000 as the President of the Russian Federal Fund of State Properties[1].
18 May 2000 Shuvalov became a minister in the Mikhail Kasyanov's Cabinet. He got the portfolio of the "Head of the Governmental Apparatus". On 28 May 2003 Shuvalov became an aide to President Vladimir Putin[1].
On 12 May 2008 Shuvalov became a First Deputy Prime Minister in the newly formed Vladimir Putin's Second Cabinet[1].

Shuvalov is responsible for[3]:
- Foreign relations and trade including relations with CIS;
- Technical regulations;
- Protection of the Intellectual Properties;
- Preparations for entering World Trade Organization;
- Civilian defense and Security from the Emergency Situations;
- Roads;
- Small busynesses;
- Managing of State properties;
- Surveying and registration of the real estates;
- Freedom of economic activities and anti-monopoly regulations,state policy on natural monopolies;
- Tariffs
- Social-economic development of regions, free economic zones, Russian National Wealth Fund.
