Blaine, I added a link to a place where you can find information about when someone would be required by law to use a "Ignition Interlock Device". I also added some content on the wiki page here. I hope it helps. But in short usually multiple DUI convictions and where the the person was caught driving with a suspended license due to a DUI conviction.
