The image in question is not a screenshot of a website, but is an edited image from within the site. As such, it can't be used to comment about the actual site in question and is instead being used as a stereotypical illustration for the otaku article. This is not fair use. The copyright notice is clearly claimed at the bottom of the main catsonmars.com page.
