Her Excellency Dr Rawya Saud Al Busaidi, first Omani women to be appointed to ministerial portfolio. Dr. Raway is Oman's Minister of Higher Education with effect 8th of March 2004 and she is the president of the council of Sultan Qaboos University. She has obtained a PhD from Oxford University.

Dr. Rawya before her appointment as Higher Education Minister, she was holding a position of higher education undersecretary.
