Actually, the bit about celebrity names is in there if you look at WP:U#Real names. As for the rest, admittedly, the policy is not very explicit but that's on purpose. The policy used to be a lot more explicit but the result was a lot of rules-lawyering over whether such and such a name is or isn't "profanity" or "referring to a real-world violent action", "too random", et cetera. After a lot of difficulty, we've reached the point where we don't have to be so explicit anymore. This is good when it comes to punishing infractions -- better that every violation we stop actually causes a problem in an explainable way, than to have clarifications that become ill-conceived rules we are then burdened with.

That said, it would be good if we had more clear advice on picking a username. The section now could use some improvement. I actually wouldn't object to including the text you included after I updated it to be in line with the current text of the policy... as long as the other text can be incorporated with it so it's not redundant.
