Humberto Guzmán Fricke is unquestionably worthy for a page on Wikipedia. A page on this man should have been written years ago.

Humberto Guzmán Fricke was a major player in 20th century Bolivian politics.

He has political and family connections that tie together many aspects of Bolivian politics since 1948. He was head of the Central Bank in Bolivia when inflation was at world record rates over 20,000% in 1983. His family owns some of the greatest silver mines in Oruro. Simón Iturri Patiño, one of the wealthiest men in the world in the 1940's, got his start as an employee of Humberto Guzmán Fricke's grandfather. Connections through his wife include many prominent professors and capitalists in South America.
