This doesn't feel quite right, the Hoy No Circula program works only with the emissions produced by a car, not the age. Even if its 20 years old or more, if it has a catalytic converter, or simply if its clean enough it gets a "0" sticker, I don't know where this information came from that "As of 2008, only vehicles under 11 years old are allowed to receive the 0 or 00 sticker", I'm sorry but this is plain wrong! Only vehicles from model year 2003 onwards get the 00 sticker, but every car is allowed to get the 0 sticker, if it's clean enough, as I said. Also, it does not oficially depend on the catalytic converter, but usually no car running on gasoline is clean enough without one. I know somebody driving a car over twenty years old and which has a 0 sticker. Maybe it could also be noted that cars 30 years or older can apply to be an "Auto antiguo", antique car, in which case they are also exempt, and do not need to get exhaust checked regularily.
