As with other urban townships in Ohio (see Boardman), Howland's status as an urban township should supersede its status as a census-designated place in the article. Rationale: Because urban townships are defined by the Ohio Revised Code as a unit of local government, and CDP's lack any such official definition by the State of Ohio, the designation "urban township" is more substantial than the CDP designation.
