Why the merger proposal? HEPs are quite uncommon, whereas condominium/strata/commonhold is very common.

I looked up "Condominium" because I wanted to see the details on how it differs with from a "Townhouse". If the "Condominium" article did not exist, I'm afraid I would not be smart enough to know to look up "Housing equity partnership". As a user, I feel the purpose here is to offer knowledge to a person like me. If the merge happens, I would definitely need a redirect from "Condominium" to "Housing equity partnership".

No Merge - Agree with the above point. Also, in Australia HEPs do not exist, the terms of this are quite different to what is defined as a strata title, in both a legal and colloquial usage sense. The difference is enough to warrant a seperate article.
